Project Monitoring

  • Preparation of an “Initial Project Review Report” which includes the review of and verification that the presented project budget including construction, land, soft, finance, and direct costs are adequate to complete the given project.  Each report is tailored to meet and exceed all project specific lending requirements as outlined in the project financing agreement(s) and typically includes review of items such as contracts and agreements (construction and professional), projected schedules and cash flows, drawings and specifications, permits, insurance, title documents, sales details, appraisals, geotechnical and environmental reports.  Comments are detailed throughout our reports for each relevant item.  Our report advises the appropriate parties as to whether or not all requirements have been met as outlined in the project financing agreement(s).

 

  • Preparation of monthly “Progress Reports” which include ongoing review of the above along with updates to the same (ie: project insurance renewals, new sub-trade contracts, schedule monitoring) and site visits as required.  Costs in place are monitored against each specific budget line item with adequate costs to complete being maintained along with an appropriate contingency allowance.  Verification of payment by means of cancelled cheque reviews, general ledgers, invoices, and Statutory Declaration forms, as required, are also included.  Holdback accounts are monitored as per the provincial builder’s lien act requirements.  Bernier Cost Management Ltd. also co-ordinates the various inspection reports as required by the project professionals.

 


Arbitration / Expert Opinion

  • Resolution of contractual claims.  This type of service typically involves our firm acting as a third party professional who reviews all available documentation and recommends a means of settlement.  Clients who require this type of service typically include owners, lenders, developers, contractors, lawyers, and sometimes colleagues of who we are in competition with.

 

Payment Certification

Similar to our Project Monitoring services, Bernier Cost Management Ltd. reviews upfront project documentation and certifies payments in keeping with the project delivery system and construction contract(s).


Cost Planning

  • Estimating through Conceptual, Schematic, Development, and Pre-Construction Design stages.
  • Feasibility Studies – Identifies whether or not a project is a good investment in terms of value and costs and establishes the rate of return on the investment. The study also provides a means of persuading lenders and investors that the project is a sound investment.
  • Construction and Total Project Budgeting – provides a detailed cost breakdown of a specific project in either a trade or elemental format. At schematic design stages, budgets can be established based on a cost per unit and / or cost per unit area based on prior project data of similar scope.
  • Cost Control – Proper Cost Control is critical with each and every project and would ensure that expenditures do not exceed the budget for each element of the project, proper Cost Control also obtains the desired project values / benefits at the least cost and avoids the risk of re-design or abandonment of a project that is significantly advanced.

 


Value Management

  • Analyse the cost of specific project components to ensure that the owner has implemented materials, systems, and processes to ensure optimal project value.
  • Recommendations to clients outlining any areas which would merit improvement.
  • Value Management identifies and eliminates unnecessary costs without sacrificing quality or performance requirements.
